Post-COVID Japan from the start

In April 2021, when the UK's vaccine coverage reached 50% and the final lockdown was lifted, the world called it a "post-corona" era and praised it. The number of new deaths at the time was higher than in Japan. It seems that Japan's state of emergency declaration is equivalent to the world's post-corona era.
